Rest assured, there’s closure for returning players. People sometimes forget that the spin-off titles (New Dawn, Primal, etc.) are essentially giant DLCs. That doesn’t make the tier system bad imo, but it does make it lazy. You’ll encounter the Twins, the uncompromising leaders of the Highwaymen, and also the remnants of Eden’s Gate, including our dear friend Joseph Seed. Well the weapon tier system was clearly a workaround so that Ubisoft could put as little work into the weapons system as possible in New Dawn. There are a few other complications, as there always are, but that’s the gist of this pulpy adventure.
